Brian D. Carr, 22, was charged with evading responsibility and making an improper turn after police responded to a report of a car accident near York Correctional Facility in East Lyme. Police arrived to find a 1997 Black Dodge Ram in a ditch and 75-feet of a wire rope guard rail down. The towing company called police after arriving to discover that the tow was due to an accident and not a breakdown. The vehicle's owner fled on foot following the accident but turned himself into East Lyme police later and said that the vehicle belonged to him and he had left the scene.
